II.1.4) Short description
C. The swimming pool was built in 1980 and is on the Cultural Heritage Management Office's yellow list. The intention of the renovation is to give the swimming pool a new and modern expression, with the required upgrades to the swimming pool and accompanying changing rooms, HC adaptations, an expansion of the technical room and, at the same time, maintaining a lot of the building's existing floor plan. Emphasis will be put on robust and modern systems that give more user friendliness and improved long term operating economy. The most comprehensive changes involve; insertion of a new steel pool, a new room plan for the public changing rooms, an expansion of the technical room with an extension in the basement dug out of the terrain. OPTION - ground heating as a solution for heating instead of district heating.

II.1.4) Short description
C. The swimming pool was built in 1980 and is on the Cultural Heritage Management Office's yellow list together with the neighbouring buildings, Bøler Community Centre and Bøler Library. The community centre and library were designed by the known Norwegian architect Sverre Fehn. The style and materials used in the swimming pool building fit in with the neighbouring buildings so that the three buildings together appear as a complete building environment. The intention of the renovation is to give the swimming pool a new and modern expression, with the required upgrades to the swimming pool and accompanying changing rooms, HC adaptations, an expansion of the technical room and, at the same time, maintaining a lot of the building's existing floor plan. The building must have a design that is inviting and inclusive for all population groups. Furthermore, emphasis will be put on robust and modern solutions that give more user friendliness and improved long term operating economy. The most comprehensive changes involve:

Additional Information:

The contracting authority has sent an application for a framework permit to the Planning and Building Department (PBE). The application is expected to be approved at the beginning of July 2020. However this is somewhat uncertain. The contract cannot be signed before the framework application has been approved.

III.1.1) List and brief description of conditions
Tax certificate:

The selected tenderer will be required to present a tax certificate and a VAT certificate. The tax certificate must not be older than six months old at the deadline for submitting a request for participation in the competition or tender. For building and construction contracts, the tenderer shall require an equivalent tax certificate from all sub-suppliers when contracts are signed for the assignment with a value exceeding NOK 500 000 excluding VAT.

Requirement:

Tenderers must have sufficient financial capacity to carry out the assignment. This point will be subject to assessment of turnover, annual results, as well as key figures in the balance sheet.

Documentation requirement:

— the tenderer´s latest Annual Financial Statements or extracts thereof if the publication of the Annual Financial Statements is required in the state where the tenderer is established,

— credit rating not older than 6 months from the deadline for receipt of tenders. (The contracting Authority reserves the right to collect separate credit information).

III.1.3.2) List and brief description of selection criteria
Requirement:

Experience from turnkey contracts of an equivalent nature, scope and complexity. Equivalent nature means the renovation of large wet room areas and the establishment of a steel pool in an existing swimming pool.

Documentation requirement:

A description must be given of 2-3 reference projects with a transferable value from the last 5 years, with information on, amongst other things:

— the name of the project,

— the contracting authority and a reference person,

— the project´s size in m2 and cost,

— type of contract (e.g., turnkey contract NS 8407) and the company's assignments/role in the project.

In order to ensure sufficient competition, documentation of assignments carried out more than 5 years ago will also be taken into consideration.

Requirement:

Tenderers must have sufficient personnel capacity and implementation ability, including ITB coordinator.

Documentation requirement:

An account of the available workforce (administrative management and other employees) that the tenderer has at his disposal for fulfilment of the contract.

— the ITB coordinator must be described.

Requirement:

The project manager's competence, including experience from the management of relevant project(s) with equivalent complexity.

Documentation requirement:

The project manager's CV, with a description of experience from the management of relevant projects.
