The cleaning service is a nationwide service. The contracting authority has currently divided Norway into 13 geographical areas. A framework agreement has or will be entered into with a tenderer for each geographical area. This procurement is for area 7 locations in Vestland. II.01) Estimated value excluding VAT: NOK 189000000.00 II.1.6) This contract is divided into lots: no NUTS code: NO051 NUTS code: NO052 II.1.4) Short description The purpose of the procurement is to enter into framework agreements for the delivery of cleaning services to the Defence Sector. The cleaning service is a nationwide service. The contracting authority has currently divided Norway into 13 geographical areas. A framework agreement has or will be entered into with a tenderer for each geographical area. This procurement is for area 7 locations in Vestland. Cleaning services mean: — regular cleaning — periodic cleaning — cleaning related assignments — extraordinary cleaning/cleaning to order. II.2.5) Award criteria: Value excluding VAT: NOK 189000000.00 II.02.07) Duration in months 36 II.2.7.5) This contract is subject to renewal: yes II.2.7.6) Description of renewals: The contracting authority will have an option to extend the framework agreement one or more times for a further 4 years. The maximum duration, including options, will be 7 years. II.2.10) Variants will be accepted: no The procurement is related to a project and/or programme financed by European Union funds): no III.1.1) List and brief description of conditions Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established. Documentation requirement: Norwegian tenderers: — Company Registration Certificate Foreign tenderers: — Confirmation that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established. The tenderer must be certified in the Norwegian Labour Inspection Authority's cleaning enterprises register. Tenderers that are not yet authorised must have submitted an application subject to consideration. Documentation requirement: copy of the certificate issued by the Norwegian Labour Inspection Authority. Tenderers that are not yet certified can attach a copy of their application/confirmation of their application, as well as documentation verifying that the tenderer will be certified. III.1.2.3) List and brief description of selection criteria The tenderer's annual financial statement including notes with the board's and auditor's reports from the last two (2) years. A credit assessment from a certified credit rating agency based on the most recent known accounting figures. The rating must not be older than 3 months. The contracting authority reserves the right to demand/gather further information in order to verify that the tenderer has good economic and financial capacity. III.1.2.4) Minimum level(s) of standards possibly required Tenderers must have good economic and financial capacity to fulfil their obligations under the contract. III.1.3.2) List and brief description of selection criteria Overview of the tenderer's three most relevant assignments in the last 5 years. In order to ensure sufficient competition, documentation of deliveries that the tenderer carried out more than 3 years ago can also be taken into consideration. The list must include an indication of: The value of the assignment Date Recipients (name, telephone number and email) A short description of the delivery, including experience from regular cleaning, periodic cleaning, cleaning related assignments, extraordinary cleaning/cleaning to order. It is the tenderer's responsibility to confirm relevance through the description. A description of the tenderer's quality assurance methods. As a minimum, the following points must be described: — deviation management system. How will the system ensure good and efficient management of deviations, — a training scheme for employees, ensuring thorough competence in the scope of work, quality and environmental management procedures and quality and environmental goals for the service, to ensure that good quality cleaning will be achieved, — how will be training be followed up in the contract period? If the tenderer is certified according to ISO 9001 or comparable standards, a copy of the relevant certificate must be presented, but it will not be sufficient as documentation for fulfilment of the requirement. A description of environmental measures that have been implemented in the business. As a minimum, the following points must be described: — system for minimising and source sorting waste used whilst providing the service, — system for measuring chemical and plast bag consumption. If the tenderer is certified according to ISO 14001 or comparable standards, a copy of the relevant certificate must be presented, but it will not be sufficient as documentation for fulfilment of the requirement. III.1.3.3) Minimum level(s) of standards possibly required Tenderers must have good experience from similar deliveries of cleaning services. Tenderers must have a good and well functioning quality assurance system. The concept of a quality management system is that i.a., the tenderer has a awareness of quality objectives, planning, securing, handling of deviations and quality improvement. Tenderers must have a good environmental management system.
