The successful service providers awarded a position on the framework will be responsible for providing the service, liaising closely with the Derby City Council Representatives. II.01) Estimated value excluding VAT: GBP 540000 II.1.6) This contract is divided into lots: no NUTS code: UKF11 II.1.4) Short description Tenders are invited for inclusion on the framework for provision of garage services for the inspection and testing of hackney carriage and private hire vehicles. The successful service providers awarded a position on the framework will be responsible for providing the service, liaising closely with the Derby City Council Representatives. The Council currently has 250 licensed hackney carriage vehicles and 834 licensed private hire vehicles. Each of these will require an annual test, and possibly retests. In addition to this, enforcement work may result in vehicles requiring ‘spot checks’, meter or accident damage checks. The annual inspection, any retests, meter checks, some spot checks (depending on reason) and accident damage checks are paid for by the licence holder concerned. In some enforcement situations tests are paid for by the Council, as part of its enforcement responsibilities. The framework will be let for an initial period of 2 years; the framework is estimated to commence 1 October 2020 and expire 30 September 2022. There will be an option to extend the framework for a further 1 year. The maximum framework duration is 3 years. The estimated value is based on the full 3-year period. This value consists of all spend through the framework including spend made directly between the licence holder and service provider as well as Derby City Council and the service provider. The anticipated spend between Derby City Council and service provider is GBP 30 000 over the 3-year period. Review body: VI.4.3) Precise information on deadline(s) for review procedures The contracting authority will incorporate a minimum 10 calendar day standstill period following electronic notification (minimum of 15 calendar days for any other means of communication) to tenderers of the award decision. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2015 (Si 2015 No 102) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages. The purpose of the standstill period referred to above is to allow parties to apply to the Courts to set aside the award decision before the contract is entered into.
