I.4) Type of the contracting authority: REGIONAL AUTHORITY I.5.1) Main Activity: GENERAL PUBLIC SERVICES Cambridgeshire County Council Nursing and Residential Block Bed Contracts II.1.4) Short description Cambridgeshire County Council (CCC) is inviting tenders for a total of 810 nursing and residential block bed units across the County and 12 respite block bed units. See the invitation to tender document for a breakdown of the number of units required by care type and geographical area. The authority proposes to enter into Contracts for an initial period of 5 years with the preferred providers, with an option to extend for 3 further periods of 2 years, 2 years and 1 year, making 10 years in total (5 + 2 + 2 + 1). II.1.6) This contract is divided into lots: yes Cambridgeshire County Council Nursing and Residential Block Bed Contracts II.2.1) Lot No: 1 NUTS code: UKH12 II.1.4) Short description There are a total of 34 lots, each lot covering a particular care type (residential, residential dementia, nursing, nursing dementia, respite) and geographical area (Cambridge City/South Cambridgeshire, East Cambridgeshire, Huntingdonshire, Fenland). See invitation to tender for further information about the number of units required in each lot and the maximum number of units that will be awarded to each home. Value excluding VAT: GBP 353100000 II.02.07) Duration in months 120 The procurement is related to a project and/or programme financed by European Union funds): no IV.1.1) Type of procedure: Open This contract falls under the light touch provisions of the Public Contract Regulations 2015 (Chapter 3, Section 7). The procurement process consists of two stages. Stage 1: potential providers submit a response to the selection questionnaire, quality assessment and submit an indication of their capacity and price on a home by home basis. Stage 2: potential providers that pass the selection questionnaire and quality assessment and submit a price below the ceiling rate will be invited to submit a final tender. At the point at which the authority issues the invitation to submit final tender, it will confirm the number of units required in each lot and the maximum amount of units available for each home. The authority reserves the right to award all or some of the lots after stage 1 without proceeding to stage 2. IV.2.1) Time limit for receipt of tenders or requests to participate IV.2.2) Date 2020-08-25 IV.2.2) Local time 12:00 VI.4.3) Precise information on deadline(s) for review procedures The Council will incorporate a minimum 10 calendar day standstill period at the point information on the award of the Contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Such additional information should be requested from (refer to address in part I.1). If an appeal regarding the award of contract has not been successfully resolved the Public Contracts Regulations 2015 (Chapter 6) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules, to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly. Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may order the ineffectiveness of a contract where serious breach have occurred in addition to any fine, the Court may instead provide for alternative penalties, either contract shortening, fines or both.
