Beneficiaries will be equipped with the knowledge, negotiation skills, analytical methods and networking capacities to design, negotiate and implement effective and enabling trade policy. There will be two levels of support: 1) for the collection of and access to high-quality trade data; and 2) for building human capacity for the effective use of such data in trade policy negotiations and formulation. Only the second level is subject to this tender. The first level will be implemented by the Global Trade Alert team. The overall budget for the programme covered by this call for tenders amounts to CHF 9 million, i.e. three 4-year phases at a cost of CHF 3 million each.
