II.1.4) Short description
East Ayrshire health and social care partnership and East Ayrshire Housing Services (hereby known as the Commissioners) require that services purchased from an external provider shall be met in accordance with the care inspectorate national standards for housing support service. The following service specification shall be met by the external provider through the provision of accommodation for care experienced young people to deliver positive outcomes for young people in transitions leaving care. In addition, to support a range of activity that will assist to deliver the strategic priorities and outcomes to meet corporate parenting principles and duties for which improvements can be made for these young people.

The service provider will provide a localised, high quality, person centred and flexible Service to care leavers, who may also receive support from a range of public and voluntary organisations, including health, housing and social work. The Service must be inclusive, accessible and provide support to care leavers in compliance with current and future equalities legislation.

The provider of the service is required to be registered with the care inspectorate and will provide the Commissioners with inspection reports and associated improvement action plans. In addition, the provider will comply with any future requirement to register should this be necessary through regulation/legislation.

The provider will operate from accessible premises in 87 Whatriggs Road, East Ayrshire. The service will be delivered to young people from across East Ayrshire. Young people will share a lounge, bathroom and kitchen and have their own bedroom. An office base will be on site and a staff team will support young people to learn practical skills and emotional strength to prepare them to move on to a more interdependent living environment when they are ready. Any changes to the organisational base will be discussed and agreed with the Commissioners.
