II.1.4) Short description
The objective of the technical assistance is the execution of a feasibility study and preliminary draft study which will inform the beneficiaries (SNCFT and the Ministry of Transport in Tunisia) of the best possible investment solution to construct the West branch (Kairouan-Kasserine) of railway line11 between Sousse and Kasserine, as part of the rehabilitation project for this line, as included in the 2016-2020 five-year development plan.

These studies aim to define the technical specifications and the operational, socio-economic, financial, social and environmental conditions best suited for the restoration of the railway line in order to ensure an efficient rail service on line 11 between Kalâa Sghira (Sousse) and Kasserine for goods and passengers through the construction of a western section between Kairouan and Kasserine.

II.1.4) Short description
The technical assistance must carry out a viability study structured around a technical and socio-economic analysis of the railway infrastructure works between Khazzazia and Kasserine, which could build on and improve the railway’s current route (largely destroyed), or produce new routes with better characteristics that meet several objectives for serving passengers and goods.

These analyses will enable a multi-criteria study to be carried out in order to select the best technical-economic option by means of the evaluation of the morphological, technical, economic/financial criteria and of the socio-environmental impact.

The technical analysis will include the drafting of the preliminary technical documents of a preliminary draft project type (Avant-projet sommaire - APS) for the definition of the actions to improve the current infrastructures as well as to construct new sections of railroad where no infrastructure exists, or where it has functional characteristics which make correct operation difficult. The preliminary design of infrastructures and superstructures, as well as drainage for lines and stations will also be carried out.

The socio-economic analysis will include a study of the potential demand captured, the definition of the operational model and the project’s socio-economic impact on the region.

These studies should serve as a reference document for the preparation of the specifications for the preliminary detailed project.
