The aim of this exercise is to produce information on the suitability of this waste stream for recycling or otherwise and support the Council’s future performance management reporting of this sector. It is important to note that this task has been requested by Welsh Government (WG) and the regulator Natural Resources Wales (NRW) and ultimately will be used to evidence due diligence and good governance. The Council are therefore looking for a supplier to undertake a sampling regime that is representative and reliable and takes into account the demography and geography of the Borough and its hinterland. The contractor must have a proven track record of undertaking similar compositional analysis studies recognizing NRW and WRAP Cymru protocols and procedures and will be required to demonstrate this in their tender response. The preferred supplier is to undertake the survey work before the end of March 2021. This is subject to COVID controls but as it stands there is good reason for this work to be undertaken despite the local pressures and effects of lockdown. Caerphilly CBC will arrange for the provision of a suitably safe and compliant facility for sampling and will coordinate the delivery of containers in a timely manner to facilitate efficient and effective sampling process. The analysis will require the sampling of skips used both during the week and on the weekend and thus reflect the nature and quantity of traffic through the period. The exercise should at least receive one load from each site whilst taking additional samples from skips from the busier sites. All waste will be sorted and classified into a comprehensive category list. Such categorisations should be in line with procedure and protocols that WRAP Cymru and other sector institutions endorse. A sort area will be provided in addition to welfare facilities including toilets handwashing to ensure a COVID safe working environment for the contractors. It will facilitate an effective and efficient sampling exercise to function. Mechanical plant /equipment will be available to assist with removing sorted waste loads or bins or a skip will be available for our staff to sort waste into. Sampling staff will be required to work within the opening times of the survey site (which are 07.00 hours to 18.00 hours) over a fixed period of up to 18 days maximum. The team will receive a site induction when they arrive on site. Caerphilly CBC Waste Team will be responsible for delivery of skips by 9am to allow maximum sorting to be carried out throughout the day. Skip containers will NOT be compacted. Skip containers will be filled by site users as normal to a maximum of half to three quarters full and no more. Whilst we are unable to guarantee the precise contents deposited in our skips we will endeavour to ensure that there are no wastes presented that would be deleterious and or injurious to health. In summary CCBC requires: -A report of composition by percentage weight per site, which will summarise overall % composition across all sites using suitable tables and charts. -A separate indication of recyclability and reusability as a % of total weight for each stage (bulky, bagged, and loose waste) and total % of all headline material types. -A conclusion Document of text of at least 2 x A4 is requested which summarises findings and recommendations for service improvement. -The bid should include all project management, fieldwork, data analysis and reporting costs.
