The procurement exercise will consist of an ESPD (Qualification), thereafter the tender evaluation based on a price/quality split (40/60 %).
Note* Only those that qualify from the ESPD evaluation shall have their tenders evaluated.

Bidders will be assessed on their ability to satisfy PoLHA of their capabilities to deliver the stated contract, typically through evidencing annual turnovers conducive to the the levels required.
Further an ability to demonstrate a track record of delivering similar type works, for similar client bases of similar numbers and values, whilst providing relevant contract reference contacts.
Bidders will be expected to demonstrate financial levels that support a contract of this size and nature.
