II.1.4) Short description

Scottish Water outsource the provision of a comprehensive fleet management, maintenance and repair service for its Light Commercial Vehicles (LCVs), Heavy Goods Vehicles (HGVs) and Plant (including on-board equipment) to ensure it meets all undertakings required to hold and maintain its goods vehicle operator licence and ensure compliance with requirements of the health and safety at work, etc. Act 1974.

Supply of a complete managed service is required across the following service areas commensurate with the operation of a large and diverse widespread public sector utilities fleet including, fleet administration, scheduled maintenance events, reactive maintenance events, tyre management, parts and consumables, maintenance network, mobile app services as well as further related services including asset decommissioning and disposal, driver incident management, driver risk management, electric vehicle management, fines and penalties management, fuel and fuel card management, manufacturer recalls, manufacturer service contracts, manufacturer warranty and SW customer recalls.

The agreement is anticipated to commence on 5.6.2020 until 4.6.2025. There is the potential to extend for up to 2 years at the sole discretion of Scottish Water until 4.6.2027. The estimated total value for the full 7 year period is estimated at circa 21 000 000 GBP.

Applicants will be expected to be of sufficient financial and economic standing to support the anticipated contract value. All applicants must complete the financial questions within the pre-qualification questionnaire and tender documents. Financial standing relevant to the anticipated contract value will be determined by Scottish Water based on the response to the pre-qualification questionnaire and any further financial checks deemed necessary.

All prices quoted shall be in Sterling (UK) and all payments shall be made in Sterling (UK). Payment shall be made on the basis of completed services in accordance with the agreed contract rates, schedules and conditions of contract.

In the event of a group of companies submitting an accepted offer it will be necessary for each member of the group to sign an undertaking that each company in the group will be jointly and severally liable for the satisfactory performance of the contract.

Responses to the OJEU Notice will be evaluated and only successful applicants following PQQ evaluation will be invited to submit a tender. Scottish Water reserves the right to divide the scope of the contract into lots at tender and contract award stages as it deems appropriate. Applicants who fail to supply all of the information requested in response to this Notice or any resulting tender exercise may risk elimination.
