The NDEE framework will cover NDEE retrofit, in its broadest sense, to public sector buildings and grounds including the installation of a wide range of energy efficiency assets that may include, but not limited to:

— combined heat and power units,

— energy efficient boilers — low carbon heat options must be considered where boilers are being installed through this framework,

— voltage management units,

— controls outstations,

— luminaires, lighting controllers and other lighting assets.

Section III: Legal, economic, financial and technical information

III.1.2.3) List and brief description of selection criteria

In relation to 4.B.4 bidders must confirm within their response to the relevant question within the qualification envelope that as a minimum, 2 out of the following 3 ratios can be met.

1) Profitability — this is taken as profit after tax but before dividends and minority interests. If a company makes a profit then it is a pass for this ratio;

2) Liquidity — this is calculated as current assets, divided by current liabilities. If the answer is greater than or equal to one then it is a pass for this ratio;

3) Gearing — this is calculated as the total external secured borrowing (i.e. debt) divided by total assets expressed as a percentage. If the answer is less than or equal to 100 % it is considered a pass for this ratio.

In relation to 4.B.1 bidders are required to have a general annual turnover of 2 500 000 for the previous 3 years.

In relation to 4B.5.1 bidders will be required to confirm that have or can commit to obtain prior to commence of the contract:

— public liability insurance in the sum of not less than 10 000 000 GBP in respect of each claim,

— product liability insurance in the sum of not less than 10 000 000 GBP in respect of each claim,

— professional indemnity insurance in the sum of not less than 10 000 000 GBP in respect of each claim,

— third party motor vehicle liability insurance in the sum of not less than 5 000 000 GBP in respect of each claim, without limit to the number of claims.

III.1.3.2) List and brief description of selection criteria

In relation to 4C.1.2 bidders will be required to provide two examples that demonstrate that they have the relevant experience to deliver the works from within the past 5 years.

In relation to 4D.1 the bidder must hold a UKAS (or equivalent) accredited independent third party certificate of compliance in accordance with BS EN ISO 9001 (or equivalent) or as per tender documentation.

In relation to 4D.1 bidders will be required, by the commencement date, to demonstrate that they have controls in place to mitigate against cyber-attacks and ensure continuity of service; this may be demonstrated by accreditation to applicable standards such as ISO 27001, ISO 22301, ISO/IEC 20000, cyber essentials or their equivalents.

In relation to 4D.1 the bidder must hold a UKAS (or equivalent), accredited independent third party certificate of compliance in accordance with BS OHSAS 18001 (or equivalent) or have, within the last 12 months, successfully met the assessment requirements of a construction-related scheme in registered membership of the Safety Schemes in Procurement (SSIP) forum or as per tender documentation.

In relation to 4D.2 the bidder must hold a UKAS (or equivalent) accredited independent third party certificate of compliance with BS EN ISO 14001 (or equivalent) or a valid EMAS (or equivalent) certificate or as per tender documentation.
