The Council is seeking to engage with a specialist architectural practice with experience in social housing retro fit works in order to provide design and specification briefs of external works programmes to our external contractor for use on site. These design briefs will be used in order to define the type of work that will be carried out onsite. This will be mainly for our EWI and HEEPS:ABS programmes of work where design elements are critical in order to make sure that the relevant building standards/regulations are adhered to and good practice maintained in energy efficiency and future maintenance.

Tenderers must be registered or enrolled in the relevant professional register (RIAS - Royal Incorporation of Architects in Scotland) kept in the Member State of its establishment (as described in Schedule 5 of Procurement (Scotland) Regulations 2015.Tenderers should confirm they are registered or enrolled on the relevant professional register and provide information relating to this i.e. registration number, member number etc. Failure to do so may result in the Tenderer being excluded from the Procurement Process

III.1.3) Technical and professional ability
List and brief description of selection criteria:
Renfrewshire Council requires that the Tenderer has individuals working directly within their organisation, and on this project, who are accredited with PAS 2035 Retro Fit Coordinator status as well as On Construction Domestic Energy Assessor [OCDEA] in order to understand and propose the level of design input that is required within the contract.
It is also a requirement that the Tenderer's staff are accredited in SAP.

Minimum level(s) of standards required:
Tenderers must provide evidence of staff member/s with PAS 2035 Retro Fit Coordinator Accreditation, OCDEA Accreditation and SAP Accreditation, including details of the protocol agency that is being used for rdSAP and SAP calculations within this project.

Reference to the relevant law, regulation or administrative provision:
The Council requires the services of an architectural practice in order to develop technical design and specification solutions.
- The practice must be a member of the Royal Incorporation of Architects Scotland [RIAS] accredited
- The practice must commit to providing 5 GBP million in Professional Indemnity [PI] insurance for their design proposals.
- The practice must have comprehensive knowledge of working towards PAS 2035 [Green] Design Solutions.
- The practice must have personnel [directly employed] that are trained to PAS 2035 Retro Fit Coordinator status and hold current and valid certification.
- The practice must have personnel [directly employed] that are accredited OCDEA and hold current and valid certification.
