The action is a multi-donor action (MDA), jointly co-financed by the EU, under the development cooperation instrument (CDI), and the German Federal Ministry for Economic Cooperation and Development (BMZ). The proposed MDA — ‘Capacities for Nutrition’ (C4N) — will be implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH based on an agreement with the EC.
To achieve SDG 2.2, the eradication of all forms of malnutrition by 2030, a balance between actions that are nutrition-specific and nutrition-sensitive is required. While there have been important achievements with respect to global food availability and nutrition, overall progress to eliminate all forms of malnutrition by 2030 continues to be slow and uneven. 2 major commitments have been made:
(i) support partner countries in reducing the number of stunted children under the age of 5 by at least 7 000 000 children by 2025;
(ii) ensure the allocation of 3 500 000 000 EUR between 2014-2020 to this end.

C4N is a key component of the ECs N4D Programme, which is a crucial element of the broader EC APN. N4D
C4N contributes to the following overall objective:
To enhance maternal and child nutrition in line with the commitments and strategic priorities of the EC and SDGs, specifically SDG 2.2, to end all forms of malnutrition by 2030.
The specific objective of C4N is:
Capacities, governance and accountability for evidence- based and inclusive nutrition policy response are enhanced (in priority countries, regions and global institutions).
Its outputs are:
Provision of support services to manage, deliver and communicate on:
(i) capacity development: strengthened capacities for nutrition programming and policy response;
(ii) governance and accountability: enhanced nutrition governance and accountability;
(iii) knowledge base and policy uptake: increased uptake of improved quality data and analysis for developing and implementing effective nutrition-relevant policies.
The project is divided into 9 lots and will be implemented by a team of 9 contractors. Contractors can provide bids for several lots but can only win one lot.

VI.04.03) Precise information on deadline(s) for review procedures
According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1) The applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;
2) Complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice;
3) Complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids;
4) More than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
