2.1 Title

Cross Border Pilgrimage Feasibility Study and Business Plan

2.2 Description of the goods or services required

Pembrokeshire County Council wish to appoint a contractor to prepare a feasibility study and business plan for a cross-border pilgrimage route linking St Davids in Pembrokeshire (Wales) with Ferns in Co Wexford (Ireland). This contract forms part of Ancient Connections; a new cross-border arts and heritage project linking these two regions.

We believe the rising interest in pilgrimage holiday experiences, local legends of Celtic Saints and stunning coastal scenery in Pembrokeshire and Wexford, makes a new route joining these ancient pilgrimage destinations a compelling idea; With the two areas easily connected by the Stenaline ferry service between Fishguard and Rosslare.

The Ancient Connections project team wishes to gain a greater understanding around the feasibility, cost implications and practicalities of making this happen and of creating a financially sustainable, bookable tourist product for self-guided pilgrimages.

This piece of work needs to be completed by 1st June 2020 as it will inform the direction and spend in years 2 and 3 of the Ancient Connections project.

This contract is expected to deliver a feasibility study, which encompasses market research, an options appraisal and business plan. It has been split into 2 separate lots which can be applied for independently or together. Calls for quotes are now being requested for either and/or both of these pieces of work.
