The contracting authority invites tenderers to a contest for a contract for the procurement of an external consultant who will assist Fredrikstad Municipality with the implementation of adopted measures in the municipality's action plan for 2020 to 2023, as well as with further preparations of measures.

II.1.4) Short description

In 2018 Fredrikstad Municipality carried out a comprehensive process to adjust the expenses level to a lower income level up until 2023. This was continued in autumn 2019 with external assistance. The work resulted in both short term measures and long term structural measures, with a focus on the correct staffing levels, rotas, differentiation of the service level and expenses level in accordance with the type of service. Several of the measures will be implemented as part of the budget for 2020. There is a need for several measures for the 2020 budget and the planning period 2020-2023.

The challenge picture was further strengthened throughout 2019. The action plan states that the adopted measures are a prerequisite for future balance in operations within the health and welfare Section. The demand for the municipality's services is increasing more than expected, at the same time that the income growth from 2020 was lower than previously expected. In addition, it is necessary to finance new needs and create room for planned changes. The attached town council matter proposition sums up the challenge picture for the planning period 2020-2023.

Fredrikstad Municipality needs to engage an external consultant as a resource to concretise and further develop the adopted measures, as well as their implementation. The measures have been adopted with the aim of creating future financial leeway. The assignment also includes assistance with anchoring calculation models that have already been implemented as a tool for the section and the entities in strategy planning for the budget, rotas and profit realisation.
