Combi Boat — Finnmark
Troms og Finnmark County operates the public transport offer in Troms and Finnmark, under the 'brands' Fylkestrafikk (Troms) and Snelandia (Finnmark).
The fast boat service in Finnmark consists of 8 routes, which are currently serviced by different sized vessels. In recent years it has been clear for the county that the total reserve capacity in the county is too low.
The then Finnmark County Council decided in June 2018 that the reserve boat capacity should be increased in order to be better equipped for irregular situations. A new combi boat will be procured in order, amongst other things, to increase the total capacity. The new vessel is planned to operate in MåsøyXpressen.
The vessel will be owned by Troms og Finnmark County, and it will be operated in a boat-only contract by a shipping company with a contract with the county.
The contracting authority depends on good progress in the project, and the goal is that the vessel is put into operation in the summer season 2021 at the latest.

II.1.4) Short description
The county requires that, as a minimum, the function requirements/criteria stated below must be fulfilled:
— suitable for use on, amongst others, the Måsøy route — including an assessment of propeller vs. water jet propulsion,
— a route/service speed of minimum 26 knots,
— minimum passenger capacity of 70,
— universal design,
— capacity of minimum 8 PBE/1VTE+2PBE,
— deck capacity minimum 50 tons and adapted axel load,
— suitable ferry and combi boat quays (lem/recess), as well as side moorings,
— equipped with the required ballast tanks,
— equipped with the required propellers/thrusters in order to ensure good manoeuvring capabilities,
— the vessel ought to have the best possible hull concept and a design that minimises energy consumption, and be equipped with a propulsion system that gives the lowest possible emissions to air and water,
— the vessel must be able to transport minor consignments of hazardous goods.
