Dunea dient zelf te kunnen kiezen bij welke partijen zij opleidingen wenst af te nemen. Voor de verplichte opleidingen dient er een signaleringsfunctie beschikbaar te zijn waarbij certificaten met een expiratiedatum tijdig word aangegeven dat dit certificaat verloopt en medewerkers zich direct kunnen inschrijven voor de benodigde opleiding. Het Leerportal geeft mogelijkheid eenvoudig opleidingen passend bij de opleidingsbehoefte te zoeken (zowel vakinhoudelijk als meer op competentieniveau) en direct in te schrijven. Naast het leveren en beheren van de Portal dient de opdrachtnemer ook als broker te fungeren op leveranciersmanagement en financiële afwikkeling. Het portaal moet passen bij een organisatie van circa 550 medewerkers en het 70-20-10 model te ondersteunen.
