Title:
The Appointment of a Contractor to Manage the Enterprise Framework for Belfast City Council

II.1.4) Short description
The Council wishes to appoint a contractor to undertake the delivery this enterprise framework. This contract will amalgamate a range of programmes currently being delivered as standalone contracts into one consistent programme of support. The aim of this is to ensure businesses in the Belfast area are accessing a coordinated and coherent programme of support that has the ability to delivery flexible solutions relevant to their needs. This will enable council to support the development of more sustainable businesses which can better sustain current jobs and create new job opportunities in the city. The aim of this contact is to deliver a managed and coordinated programme of business support, which increases the survival, sustainability and growth of new and existing businesses in the city. By increasing the participant’s awareness of the importance of sustainable business practices, innovation and research and development this will create a more sustainable base of small businesses in the city.

Additional Information:

The successful contractor’s performance on the contract will be regularly monitored. Contractors not delivering on contract requirements is a serious matter. It means the public purse is not getting what it is paying for. If a contractor fails to reach satisfactory levels of contract performance they will be given a specified time to improve. If, after the specified time, they still fail to reach satisfactory levels of contract performance, the matter will be escalated to senior management in CPD for further action. If this occurs and their performance still does not improve to satisfactory levels within the specified period, it may be regarded as an act of grave professional misconduct and they may be issued with a Certificate of Unsatisfactory Performance and the contract may be terminated.
