As part of the Initiative, the global programme on sustainable fisheries and aquaculture aims to increase the availability of fish products for the food-insecure population in partner countries and to boost employment and incomes in the area of sustainable artisan fishing and aquaculture. Despite ongoing economic growth and success in poverty reduction, Cambodia continues to face major challenges. The majority of the rural population still lives below or barely above the poverty line and is threatened by crop failures and loss of income as well as by dwindling natural resources, particularly fish. Pond culture and rice field fishing have the potential to boost fish production and related incomes from inland fishing. Production from aquaculture has grown steadily over the past decade, but its potential is still far from fully exploited. The Cambodian Government recognises this and has therefore committed to strengthening aquaculture as one of three pillars underpinning strategic planning by the Ministry of Agriculture, Forestry and Fisheries (MAFF). II.1.6) This contract is divided into lots: no NUTS code: 00 II.2.3.2) Main site or place of performance: Cambodia. II.1.4) Short description The main focus of the initiative is on promoting small-scale pond culture. The objectives are to use aquaculture to relieve the pressure on natural fish stocks, maintain national food security and create additional sources of income. The country package contributes to achieving these objectives. Improved business skills and technical expertise and access to and use of high-quality resources (fertilisers, feed and broodstock) will increase fish production and income from aquaculture. The planned project supports the Ministry of Agriculture, Forestry and Fisheries (MAFF) and the Fisheries Administration (FiA) in implementing development-policy guidelines to enable access to the untapped potential of extensive and semi-intensive pond culture and CFRs. The module objective of the project is: Cambodia's food-insecure population have access to more fish products and a higher income from sustainable and resource-friendly pond aquaculture and rice field fishing. Implementation will be coordinated with MAFF and FiA and their provincial structures. Downstream agencies/organisations will receive support with needs-oriented development of their advisory and service provision and formulation of guidelines for aquaculture. Producers will receive gender-sensitive training in sustainable cultivation techniques and basic business skills. Participants will share their learning experiences at regional, national and international level, including with the current SEWOH country packages forming part of the global programme on sustainable fisheries and aquaculture to facilitate cross-border and international learning. Implementation of the country package will focus on three fields of activity. Field of activity 1 (‘More fish, more work’) focuses on boosting production and the associated opportunities for employment in small-scale aquaculture. Field of activity 2 (‘Sustainable fish’) aims to improve the political framework and innovations for implementation of sustainable and resource-friendly aquaculture and CFR cultivation in Cambodia. Field of activity 3 (‘Less fish from IUU’) ensures that transparent procedures for decision-making are adopted by village communities and compliance is ensured through monitoring. The country package will be implemented in Kampong Thom province with centralised management from Phnom Penh (headquarters of the implementing authority). The activities under this tender focus on pond culture with community-managed or privately-managed ponds within Kampong Thom province. II.2.5) Award criteria: II.02.07) Duration in months 24 II.2.7.5) This contract is subject to renewal: no II.2.9.2) Minimum number of candidates: 1 II.2.9.3) Maximum number of candidates: 5 II.2.9,4) Objective criteria for choosing the limited number of candidates: A selection will be made under all eligible participants based on the following criteria: 1) technical experience — aquaculture (30 % weighting), — fisheries (5 % weighting), — capacity building, farmer training (15 % weighting), — value chain development (10 % weighting); 2) regional experience in Cambodia (20 % weighting); 3) experience of development projects (at least 50 % ODA-financed) (20 % weighting).
