Title: EC-CNECT/2025/OP/0006 - eGovernment Benchmark 2026

Short Description: In the context of the Digital Decade Policy Programme (DDPP), the eGovernment Benchmark study gathers all relevant indicators for the annual monitoring of online public services associated with key life events accessible to businesses and citizens within all EU member states. This study is integral to the annual assessment of eGovernment advancements, serving as a critical source for tracking the achievement of DDPP’s general objectives related to eGovernment services. More specifically, the eGovernment benchmark study allows to monitor two of the Key Performance Indicators (KPIs) of the DDPP: the online provision of key public services to citizens and the online provision of key public services to businesses, as defined by the Implementing Decision that establishes key performance indicators to measure progress towards digital targets. This study will support the monitoring of the public sector digitalisation by executing the next comprehensive data collection, which shall ensure continuity and comparability with respect of the indicators with the ones published in the 2024 eGovernment Benchmark Report. The data and analysis shall be ready for the publication of the 2026 State of the Digital Decade Report, to be published by mid-2026. Moreover, it will provide a comprehensive assessment of the evolution of eGovernment services across all EU countries.

Additional Information
The contract is renewed automatically up to 2 times for 12 months each.
The total price quoted in the financial offer cannot exceed 450 000 EUR (four hundred fifty thousand euros). Tenders with a higher total price will be rejected.
The total price including the renewals cannot exceed 1 350 000 EUR (one million and three hundred fifty thousand euros).”
